JOB SUMMARY:
Under direction, performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; performs responsible administrative and technical support relative to the planning, organizing and supervision of the activities and staff of the Accounting Division; and provides responsible staff assistance to assigned management staff.
This is the next level class in the professional Accountant series. Employees within this class are distinguished from the Accountant I by the performance of the full range of duties as assigned, working independently, applying well developed knowledge, and exercising judgment and initiative including in the preparation of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on proven knowledge and skills that validates the performance of the full range of job duties.
ESSENTIAL JOB FUNCTIONS:
- Creates journal entries for new and established accounting processes; prepares journal entries to accurately close the fiscal period; prepares support for and posts journal entries; and ensures compliance with generally accepted accounting principles.
- Performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying and reconciling complex financial transactions.
- Reconciles general ledger and bank accounts; prepares and performs reconciliations of general ledger, bank accounts, intercompany transactions, etc.; checks financial documents for accuracy and completeness; verifies funds availability; and applies proper coding when necessary.
- Assists in gathering information for annual audit; assists with budget and audit processes; prepares and monitors monthly budget compliance; assists with preparing audit documentation; and coordinates with auditors to explain financial transactions.
- Assists with researching account variances as assigned; validates data; gathers additional information; requests documentation; corrects inaccuracies and errors; and maintains related notations and documentation.
- Communicate with CCWA officials, supervisors, other CCWA employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Prepare journal entries for daily and monthly accounting activities.
- Performs monthly close activities with minimal supervision.
- Prepares and submits reports as requested; maintains accounting records, conducts research; performs preliminary analysis; and makes recommendations regarding corrections, changes, and adjustments.
- Performs other accounting, financial, or administrative tasks; documents processes and procedures for areas of assignment; recommends and assists in developing new processes and procedures; trains less experienced staff, etc.
- Responds to inquiries, issues, and concerns; advises supervisor of non-routine issues; and refers matters outside assigned scope of authority to appropriate individuals.
- Maintains and reconciles all benefit billings, bank transfers, spending accounts, and other associated functions. Works with HR to determine and resolve billing and reconciliation discrepancies.
- Performs reconciliations and maintains general and subsidiary ledgers for Retiree and Cobra benefit accounts.
- Analyzes and reconciles the Authority’s daily cash position to the bank reviewing various data such as cash receipts, outstanding checks, Payroll, Accounts Payable, investment interest/principal payments, ACH/wire transfer activity, and subsidiary system imported financial data.
- Assists with payroll system and payroll journal entries.
- Processes a variety of documentation associated with Department/Division operations within designated timeframes and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of Department reports; and maintains computerized and/or hardcopy records.
- Performs other assigned duties.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s degree in accounting, Finance, or a related field; four (4) years of related work experience in governmental or non-profit accounting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.
Required Licenses/Certifications:
PHYSICAL DEMANDS:
- This position classifies the physical exertion requirements as light work involving lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, one must have the ability to do substantially all of these activities. If someone can do light work, then he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.
- Tasks may involve some pushing and/or pulling of objects and materials of light weight; tasks may also involve extended periods of time at a keyboard or work station. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
